That's where you press down. The vertical lines represent the strings and the horizontal lines represent the frets.
Those are the fingers you should use to press down the corresponding dot on that string.

No. This is what's known as a bar chord. Here, you will press down on all the strings between (and including) the dots with the same finger number (presumably they are on the same fret).

Those specify what fret to start at (for chords higher up on the neck)
